Now, is "blame someone else but me" a distinct Filipino character trait? I'm beginning to think it is! 

For the last few years, the usual refrain when people discuss the Sabah claim issue is to blame the British for the situation the Philippines finds itself in with regard to its stale claim on Sabah. Well, well...

Alright, let's deal with it and throw the Framework Agreement, the BBL, the entire immobile Sabah claim, the Sultanate of Sulu bickering (nearly fratricidal crap, etc, etc) and include with them the kitchen sink at the British. 

I agree the British 'created the problem' as many people, who have just recently discovered the North Borneo (Sabah) conundrum, have been spewing all over the place.  But here's what: these Filipinos must understand and admit once and for all that the Philippines contributed largely to that decision that created the problem (and continues to contribute unequivocally to the problem TODAY).

But let's be fair and be a bit more clever about things. It's nice to have a punching bag or to have a butt of "sisi" (much like Noynoy aka as Boy Sisi), in this case, the British, but we must ascertain that the Philippines, its leaders and its people aren't at  fault either before we cast blame or "sisi" all around. Anyway, if we want to cast "sisi" all around, here are some real reasons for you to go and do all the "sisi" you want:

(1) At the time, i.e., early 60s, Senator Jovi Salonga was working so hard negotiating with the Brits, your/our own countryman, Senator Lorenzo Sumulong, a flamboyant ex-diplomat to the UN (who happens to be the grand uncle of current PH president, Noynoy Aquino), was going all over the place, attacking and casting vitriolic heaps of acid via the PH Senate pulpit to whip PH Govt and its Sabah claim to extinction. 

He sold the PH claim to Tunku Adul Rahman, then Malaysia's Prime Minister by acting as the soon-to-be-created Malaysia Federation's attack dog against the Government of the Philippines and its claim to Sabah. It wouldn't surprise me therefore, that like the big powers at the time, the Brits took this all-Philippine treasonous approach to the Sabah claim, happening in one of the highest echelons of power, as an excuse to say, "Bloody hell! You people don't know what you want? Well, I'll decide for you!" (Let's not beat around the bush, it was an all-Filipino treason game which must have greatly amused the Brits and the Malayans!) 

(2) Furthermore, if blame has to be cast all around, let's not look far away.... Our own masters and commanders at the time, the great United States of America, did not lift a finger, did not do anything at all to help us convince the British to allow the Sultanate of Sulu to have it back in 1962. On the contrary, the Americans not only did not pay even scant attention to this issue but also discouraged us from tackling the Sabah issue (check out records from as far back as 1957). And one would have thought that as our greatest allies, they would see our way. But heck, no...just didn't happen, but you don't see me around blaming the Americans, now, do you? (Fast forward... In 1967 or 68, it was America that alerted Britain that Marcos was on a "war path" and so what happened? Britain tried to show force by landing fighter aircraft on our own soil. Did America say anything? Nope! Not a word! They were in cahoots with the UK!)

(3) One important element: When Malaya's Tunku Abdul Rahman went to Sabah before the Sabah referendum in 1962 to talk to the elders of North Borneo (Sabah), why did not the Philippines do the same to organise a campaign in situ to get the Sabahans on side? Why?

The Philippine Government was well aware of what was going to happen but did not lift a finger, did not do anything and instead, LEFT EVERYTHING TO FATE as in "Bahala na!" The Government at the time just sat on its big fat ass while the other party, the Malayans led by Prime Minister Tunku Abdul Rahman, were going at things hammer and tong right in the heart of Sabah to convince the Sabahans to join the soon-to-be created Malaysia Federation. TOTAL PHILIPPINE INERTIA! PH Govt just didn't go the extra mile even if it meant saving Sabah claim's own skin for God and country. Parbleu! And you think we are not to blame?

And I can recite a long series of other "blames" but I won't. I'll stop at those because they should be enough to enlighten you.

So, lets be a bit more clever about this, shall we? Because we can't just be making "sisi" all around like Noynoy does today when things go wrong and believe that it's everybody else's fault but ours! If you really want to know, we were as much to blame for being generally do-lally about the claim. 

This "sisi" doctrine seems to be deeply embedded in our psyche but let's get over it and move on!

Let's not allow classic INERTIA (Bahala na!) to overcome us just because it makes us feel better to  whine consistently and to look back to the past to blame the British for all that has gone badly with Sabah (of which, I must remind Filipinos, are also largely, hugely responsible for, anyway) and let this politics of blame stop at the water's edge! Instead, FIND SOLUTIONS TO HOW TO GET THE BLASTED SABAH BACK or at the very least, find solutions not to allow this country to be partitioned by radicals, zealots, fanatics, secessionists, Malaysian warriors by proxy in the southern Philippines with the treasonous complicity -- again of Govt officials, elected and appointed!

Blaming the Brits for the Sabah debacle ad vitam eternam is not going to help achieve what many Filipinos want, i.e., get Sabah back.

On GPH-MILF deal: President Aquino must not only be wary of Nur Misuari but also of every Filipino Moslem

President Aquino, in an interview with the Philippine Daily Inquirer last week, stated that that he did not think the legendary Nur Misuari, founding Chair of the Moro National Liberation Force (MNLF) was a spent force.

The Inquirer wrote that Mr Aquino remains wary of those who would want to spoil the gains of a peace agreement between the government and the Moro Islamic Liberation Front (MILF). The Inquirer also asked the Chief Executive if there might be people from the MNLF who might be agitated by a peace agreement between government and the MILF. Mr Aquino said: 

“Yes, I am sure. It could be the BIFF (Bangsamoro Islamic Freedom Fighters), or it could be some other group. They might be a new group.”

My view:

His Excellency, President Benigno Aquino Jr., must of course be wary not only of Nur Musuari but also of every Filipino Moslem who at some point in their lives walked both sides of war and peace in search of  'self determination.'
  
He must also be wary of Filipino Lumads and Christians who comprise the majority of poor Filipinos without a visible promise of opportunity. We must also all remember, along with the President, that there have been many other Deals reached and signed before he came along, one in particular not yet implemented. And it was not because of 'spoilers'.

Spoilers are but a very small number of people who are aware of ongoing business and want theur voices heard. Ask the lonely fisherman in Sacol: What about the new deal, and he would have no clue. They just live and die by the bullet, the fire, or the poverty they all inherited decade after decade.

INQUIRER REPORT: Aquino wary of Misuari, other peace deal spoilers

President Benigno Aquino III said he did not consider Nur Misuari, the fugitive founding chair of the Moro National Liberation Front (MNLF), a “spent force,” as he remained wary of those who would want to spoil the gains of a peace agreement between the government and the Moro Islamic Liberation Front (MILF).

“Yes, I am sure. It could be the BIFF (Bangsamoro Islamic Freedom Fighters), or it could be some other group. They might be a new group,” the President said when asked in an interview with the Inquirer on Wednesday if there could be people from the MNLF who might be agitated by a peace agreement between government and the MILF.

Government and MILF negotiators completed talks in Kuala Lumpur, Malaysia, yesterday on the normalization annex, the last document that would complete a peace agreement between the two parties aimed at ending four decades of fighting in central Mindanao.

Asked if he considered Misuari a spent force, the President said in Filipino: “I won’t say that. If you are a terrorist, even if there are only three of you, it’s enough. Even if you’re alone, it’s enough.”

Hunting Misuari

Authorities are hunting Misuari for instigating his followers to take over Zamboanga City in September last year, claiming that the government abrogated the 1996 peace agreement with the MNLF after it proposed to wind down the tripartite review of the organic law facilitated by Indonesia.

The government and the MNLF are reviewing some provisions of the organic law creating the Autonomous Region in Muslim Mindanao (ARMM).  Mr. Aquino once described the ARMM as a “failed experiment.”

In the Zamboanga siege, Misuari loyalists took hostage more than 200 residents and left a part of the city in ruins.

It was the first urban warfare fought by the Armed Forces of the Philippines, and the worst security threat faced by Mr. Aquino’s three-year-old administration. As commander in chief, the President personally oversaw the military operations to expel the rebels from Zamboanga.

Lost cause

President Aquino said spoilers would certainly be “alienated” once the people started to feel the gains of a peace agreement.

“We start off with a vast majority who is no longer supportive of your (the spoilers’) clandestine activities … There would be no more safe havens. It would be difficult for the bandit groups. If electricity is disrupted, a bridge is blown up and the produce is not brought to the market … All of this, would they gain sympathy? Probably not, so the majority will tell the others, we are living quiet lives and you don’t want to help us? So the more they would be alienated. The more they would become a lost cause, a weak factor,” Mr. Aquino said.

The President said reports reaching him indicated that other MNLF factions were supportive of the peace initiatives of the government.

On China's threat to seize Pag-Asa in 2014: President Aquino and his lieutenants must not be caught flat-footed again

"In the face of this seriously alarming China threat of invasion of Pag-Asa, the Republic of the Philippines has one realistic defence option to prove to China that we are determined to defend Pag-Asa Island: President Aquino, in his capacity as commander-in-chief of the Armed Forces of the Philippines must order CSAFP to deploy a minimum of a military brigade to the island immediately. We may not have the sophisticated military material capability to do "mano-a-mano" with China's invading armed forces but we certainly have enough troops to field on Pag-Asa."

China Daily Mail.com broke the news yesterday that the PLA Navy "has drawn a detailed combat plan to seize the island and the battle will be restricted within the South China Sea."  

Chinese troops to seize Zhongye Island* back from the Philippines, in a news report dated 11 January 2014:

"Relying on US support, the Philippines is so arrogant as to announce in the New Year that it will increase its navy and air force deployment at Zhongye Island, a Chinese island that it has illegally occupied for years.
"It will be an intolerable insult to China. According to experts, the Chinese navy has drawn a detailed combat plan to seize the island and the battle will be restricted within the South China Sea. The battle is aimed at recovery of the island stolen by the Philippines from China. There will be no invasion into Filipino territories. A report in the Philippines Star confirmed the Philippines military buildup on the island."

The threat to "seize" Pag-Asa Island should not really come as a surprise anymore to the Philippines. As early as July 2011, China media had already posted news from mainland that China was protesting "Filipino's landing on Zhongye Island". Surely, China's July 2011 protestations, which had appeared in China media, had been registered by DND and DFA officials and so, our national security experts, including President Aquino, would have known that there was every possibility that ever belligerent and aggressive China would not stop at mere protestations. BEIJING - The Chinese government on Wednesday expressed "strong protest" over several Filipino lawmakers' landing on China's Zhongye Island in the South China Sea.
"China has indisputable sovereignty over the South China Sea islands and their surrounding waters," Chinese Foreign Ministry spokesman Ma Zhaoxu said when responding to a question on the Filipino lawmakers' move. Media reports said a group of Filipino lawmakers flew Wednesday to the island, which is called Pagasa Island by Filipinos, to assert their country's claim to the region.
"The move of the Philippine side seriously infringed China's territorial sovereignty," Ma said. 

That 2011 China "protest" should have been considered enough warning of some kind by our officials, by Messrs Aquino, Gazmin, del Rosario and their seconds no less. But obviously not! Seems, some people at the top are sleeping on the job and are not taking China's pronouncements and warnings seriously.

But when will our officials learn to be pro-active, not to be caught flatfooted in their job? Why, this week's news have it that the DND is not even aware that China has enforced some kind of fishing authorisation policy in the South China Sea/West Philippine Sea, something that China announced they would do as early as November 2012 followed by press releases in February 2013.

According to Philippine Star, when DND Undersecretary Galvez was asked to comment on reports that China is now requiring foreign fishermen to seek its permission to operate in the West Philippine Sea, Mr Galvez said, “We will have to verify statements regarding this alleged fishing rules by China,” as he insisted that countries “are free to enforce fishing rules within their own EEZ.”

Will verify the reports about the new China "fishing regulation"? But where has DND been? What on earth is Mr Galvez mouthing? Didn't the DND know that China announced in late 2012 that they had scheduled the stop and verify, i.e., shipboarding policy, of all fishing vessels that are not Chinese in the whole of South China Sea/WPS for January 2014? 

Why, we even blogged about it in November 2012 after China threatened to shipboard foreign ships in a show of brazen ignorance and great stupidity. In fact, General J Sabban, then Western Commad commanding general promptly said of the China announced shipboarding plans, "We will repel!" So, I really don't understand why the DND is caught flatfooted again... We again blogged about China's fishing interdiction plans in February 2013: Is China about to transform South China Sea/West PH Sea into a naval war zone?  following their press announcement in the same month of the same year that they would be enforcing this policy by January 2014. In fact, in that blog, I warned:

"If the Philippine Government and its qualified maritime waters protection agencies do not move quick enough, the country -- and its fishermen, may just  lose its economic access to and its rights in its 200 nautical mile Exclusive Economic Zone for good."

So, if we, amateur China watchers that we are (this author included), manage to know what China's plans are and have taken them as serious warnings, enough to devote time and energy to blog about them, why is it that the Dept of Natl Defense gives the impression that they are wholly ignorant of China's plans, plans we must remind them had been broadcast long in advance?

President Aquino, Secretary Voltaire Gazmin, defence policy makers, Foreign Affairs Secretary Albert del Rosario, members of the country's 'august' Congress, and the Armed Forces of the Philippines must not be caught flatfooted again! Yesterday's announcement by China that they will militarily seize, i.e., invade, a municipality of Palawan must be taken seriously. This is not the time to do-lally. This is not the time to ask the same question they asked themselves when China grabbed Scarborough Shoal, i.e., "But what can we do?" Any self-respecting government can come up with a few doable solutions to deter foreign invasion especially after the invading country announced its plan. The question really is how determined are we to defend our territory from China's invasion?

In the face of this seriously alarming China threat of invasion of Pag-Asa, the Republic of the Philippines has one realistic defence option to prove to China that we are determined to defend Pag-Asa Island: President Aquino, in his capacity as commander-in-chief of the Armed Forces of the Philippines must order CSAFP to deploy a minimum of a military brigade to the island immediately. We may not have the sophisticated military material capability to do "mano-a-mano" with China's invading armed forces but we certainly have enough troops to field on Pag-Asa.

While a brigade of 3,000 men may not be enough, such defence move by Mr Aquino and his subalterns will send the message that our nation is prepared and will give these Chinese invading bastards the most difficult time landing on our shore. Heck, if we are brave, we can even mine Pag-Asa's coasts!

And in parallel, PH must launch a political and "diplomatic" offensive. Direction? The United Nations! But we must be "armed" with evidence which even this wally Aquino Govt can realistically gather today by  taking full stock of who and what is on Pag-Asa island!

It is imperative, really, of utmost importance that every person, every man, woman and child on Pag-Asa island be registered as a Filipino citizen, each carrying PH passport or a form of official PH national identification. Every single item, motorised  or not on that island, eg., car, tractor, jeep, boat, animals, farm, etc, etc, etc, is registered as a Filipino-owned property. Every single plot of land, building, edifice, etc. on Pag-Asa, both private or PH Govt owned, must be registered with the National, Provincial and Municipal governments. There must be complete inventory!

This pile or piles of Pag-Asa records must be brought and presented to the United Nations as evidence that Pag-Asa Island is PH inhabited  and is sovereign PH territory. I don't know how exactly this can be done but surely our Department of Foreign Affairs can exhaust all means, use every trick in the diplomatic and UN books to ensure that Pag-Asa Island and its inhabitants are recognised in the United Nations. The task may be Herculean but it must be done.

And lastly, it is absolutely vital that the Philippine Navy, the Philippine Coast Guard, the Philippine Air Force, the Philippine Marines must maintain regular operations on the waters that separate Pag-Asa from its mother island, Palawan. Provision the island by sea regularly. With China's announcement of this "imminent" danger to our sovereignty and to the hundreds of inhabitants of Pag-Asa, the Armed Forces must "re-jig" their operational plans. We must show naval presence in those waters. The Navy and the Coast Guard must patrol those waters. Even an amateur navy or maritime operations enthusiast like this author knows that patrolling and showing presence in our waters is a key element to the survival of Pag-Asa.

The Aquino government must not do-lally. Sufficient warnings have been issued. Mr Aquino and his subalterns at DND, at DFA, and all of Govt, must not be caught flat-footed again. Filipinos must do everything to give themselves and our people on Pag-Asa Island a fighting chance to thwart China's invasion plans of Pag-Asa Island by being prepared. PH Govt officials and its Armed Forces must not rest until the Republic is satisfied it has done everything it can to ensure the security of our people and of Pag-Asa. (Do the inhabitants/residents of Pag-Asa Island even know that China has threatened to seize, i.e., invade, the island this year?)

If despite the warnings from China itself, our officials led by Mr Aquino fail to do what is necessary to put up a vigorous defence with the means at the disposal of the Republic, no matter how meagre they are, they must be shot not only for negligence but also for treason.

13 provinces at the altar of so-called peace: Is it worth dismembering the Republic to placate Kuala Lumpur?

"So we may all be clear: this so-called peace agreement or shared sovereignty rights over 13 provinces in Southern Mindanao with the Moro Islamic Liberation Front (MILF) is what it is - it is not a peace offering to the people of Southern Mindanao but a peace offering to the Barisan Nasional politicos and businessmen of Kuala Lumpur."

The Office of the Presidential Adviser on the Peace Process is very upbeat today: "Malacañan is hopeful the normalization annex of the Bangsamoro Framework Agreement will be signed this month."

According to the Solar News report, Presidential Communication Secretary Sonny Coloma has announced that 'peace panels from both the government and the Moro Islamic Liberation Front are now working on drafts and are also carrying out informal consultations on the annex prior to formal talks next week.'

My thoughts off the cuff:

I still don't understand why the Aquino Govt has deemed it wise to allow Malaysia with whom the Philippines has an outstanding territorial and sovereignty disputes to engineer a peace agreement in Southern Mindanao with a Kuala Lumpur-backed Muslim rebel faction that will entitle the same rebel group to lord it over 13 provinces in Southern Mindanao under the direct influence of Malaysia Federation. Can these people in Malacañan NOT SEE that they are authoring the potential dismemberment of the Republic in favour of Kuala Lumpur?

If they are truly for peace and are pro-Southern Mindanao, PH and its leaders should raise the Sabah claim flag today before another bloodbath occurs over this extremely lopsided deal that they are offering to the Southern Mindanao 'nation' through the Moro Islamic Liberation Front rebel group. If at all, Mr Aquino and his peace subalterns should instead find an economic and political entente with Putrajaya by proposing an equitable deal involving Sulu rights to Sabah to directly benefit the people of Sulu and the other provinces in their proposed MILF-controlled Bangsamoro region. Mr Aquino and his lieutenants are forgetting that the Southern Mindanao "nation" does not comprise merely of 10,000 MILF rebels but of more than 5 million souls from various cultural, political and religious factions.

It is not just ironic, it is also immensely tragic that PH and leaders have decided that instead of facing Kuala Lumpur over the Sabah issue which, as we all know, has been the cause of all the violence and misery among our people in Southern Mindanao, they choose to placate Kuala Lumpur (which we all know has been at the forefront of all the troubles in Mindanao since 1972) by offering the 13 provinces of Southern Mindanao at the altar of "peace" with Malaysia.

So we may all be clear: this so-called peace agreement or shared sovereignty rights over 13 provinces in Southern Mindanao with the Moro Islamic Liberation Front is what it is - it is not a peace offering to the people of Southern Mindanao but a peace offering to the Barisan Nasional politicos and businessmen of Kuala Lumpur.

BUT THE BIG QUESTION IS, is it worth dismembering the Republic to placate Kuala Lumpur over God knows what?

He must be able to meet the aggressive rehabilitation and reconstruction targets that he is setting for himself because over 14-million affected Filipinos are relying on that. He should also personally demand swift, incorruptible and seamless performance from the national agencies and LGUs concerned with appropriate presidential sanctions for those who don’t live up to expectations."

Belated New Year greetings! 

Time flies fast, with 2 years to go to put things in order before 2016’s election fever peaks. With one week already gone by, there are 103 more weeks till December 31, 2015. A quick scan of the past 3.5 years reveals embarrassing blunders, and 2013 unmasked the administration’s unpreparedness to govern, particularly in national security, disaster response and public administration.

It began in 2010 with the Luneta hostage crisis, followed by its mishandling of security challenges posed by China, Malaysia and Taiwan that undermined our national respect and sovereignty. Its mishandling of crisis management in Davao, Zamboanga, Bohol and the “Yolanda” corridor was another source of angst. Its inability to clean up national agencies and local government units of corrupt and criminal elements fanned the public’s growing disenchantment.

The preceding serves as the backdrop for my columns in BusinessWorld this year, which also has been my personal advocacy in social media. I will spotlight national security in its fullest sense spanning economic security, food security, energy security, trade security, human security, ecological security, political security, internal security, moral recovery, public safety and national defense. Underpinning those cross cutting concerns would be the imperatives of good government including crucial mindsets such as risk mitigation, emergency response and crisis management.

Today, I will address the monumental task of rebuilding the devastated communities within the “Yolanda corridor” now resting on the shoulders of Presidential Assistant for Rehabilitation and Reconstruction Panfilo Lacson. Driven by a profound sense to serve with urgency, he has taken on a job with a very heavy responsibility, with no authority, to rebuild stronger and safer communities within a declared timeframe of 20,000 hours, or 2 years more or less, between now and Dec. 31, 2015 to complete Phase One of a master plan yet to be unveiled, hopefully, within the first quarter of 2014.

He intends to rely on the private sector to accomplish his targets with urban planner Arch. Jun Palafox and AIM Prof. Danny Antonio to help him organize, plan, consult and execute. They can only coordinate the effort in dealing with the national agencies and local government units, which to most management practitioners is a red flag that will likely thwart the best of intentions. He estimates that P360-Billion will be needed for the mission. This early, he must spell out the standards and technical specifications that product and service providers must be able to meet and deliver, for uniform strength and quality.

The kitty to-date contains P40-Billion from unused PDAF; P100-Billion from the 2014 GAA; around $1-Billion in loans from the WB and ADB; and the U.N.’s campaign to raise a minimum of $340-million that may increase to $800-million. A separate count is being done for donations from big business; civic, business and professional organizations; philanthropists; and from the LGU counterpart funds. The administration could boost the time sensitive effort by persuading known tax evaders to make up for their delinquency by channeling owed monies to immediate needs like housing.

Yolanda has raised the following truths:

· first, that extreme weather and unpredictable rainfall will continue to victimize the Philippines in the days and years ahead;

· second, that we must adapt to increasing threats from climate change with appropriate and uncompromising adjustments to our land use policy, urban plans and building codes;

· third, that we need to have the right people in place with the aptitude and skills for risk reduction, rapid response and crisis management ranging from incident management to full recovery;

· fourth, that the requirements needed to deal with natural and man-made disasters must be adequate, supported and properly deployed;

· fifth, that the preceding are made possible by people with foresight, leadership, management skills and keen anticipation.

If I were President Aquino, I would grant Sec Lacson full authority over the government agencies and local government units, either through executive or legislative fiat, for him to acquire the legal personality to ensure teamwork and remove bureaucratic roadblocks, from now till Dec. 31, 2014. He must be able to meet the aggressive rehabilitation and reconstruction targets that he is setting for himself because over 14-million affected Filipinos are relying on that. He should also personally demand swift, incorruptible and seamless performance from the national agencies and LGU’sconcerned with appropriate presidential sanctions for those who don’t live up to expectations.

For us citizens across the socioeconomic spectrum, the bayanihan spirit beckons us to lend a hand until the folks - from Samar to Northern Palawan - are back on their feet. It will take time for permanent changes to be put in place. In the meantime, civic organizations, the business sector, professional associations, parishes and non-governmental organizations will need to immediately help:

1. build temporary shelters asap to prevent their continued exposure to the elements and unhygienic conditions before the property developers weigh in with permanent structures;

2. ease the trauma and grief on a large segment of the populace to regain their equanimity and restore their productivity;

3. get people employed and help restore their livelihoods or businesses to generate disposable income.

4. extend the same devoted assistance to other disaster-struck places like Zamboanga and Bohol.

Rehabilitation and reconstruction of this scale requires a “whole-of-nation” paradigm. This is crucial in the practice of national security. “Yolanda’s” impact presents to us a good opportunity to unite for a higher cause in the national interest, which is to build safer and stronger communities. If we’re able to accomplish this in 2 years, we would have helped ourselves as a nation prepare for tougher battles ahead.

On the Philippine front: Year 2013 has been for me a most disappointing year.

Firstly, because whatever one says, Mr Aquino and many in his Govt of merry men gave up Panatag Shoal without batting an eyelash. The Philippine Navy until the reign of Mr Aquino had always fought to keep Panatag Shoal despite their meagre assets. In the 90s, the PN did not allow poachers in it and kept intruders in check. Today, we can say goodbye to Panatag Shoal. Yes, the Philippines has raised the issue to the United Nations but I am under no illusion that even if the UN verdict is in our favour, Panatag will not be returned to PH. Let's face it: China has succeeded in stationing themselves right in our EEZ and there's nothing much we can do about it because the man who is supposed to lead this country does not possess the moral courage and the mental acumen to lead and do something about it.

Secondly, the Sabah stand off showed the true colours of the President of the Republic by overtly siding with Prime Minister Najib and the Malaysian murderers of Tausugs who had gone to Sabah to stake their claim. Mr Aquino, in his bid to honour the memory of his father and his so-called promise to the Malaysians, wittingly left out the Tausugs in his hurry to form the Malaysia-engineered Bangsamoro with the MILF rebels.

Thirdly: Filipinos then discovered the massive corruption industry that's been keeping Philippine politics alive and thriving which is also known as the Pork Barrel Corruption industry! The industry is still thriving last time I read the news but just renamed: DAP.

Fourthly: And while PH was still reeling from the incredibly corrupt Pork Barrel Corruption industry shock, Filipinos began killing each other in the South. The President led the charge in killing Filipinos. I am convinced that the Zamboanga "stand-off" was an offshoot of this Govt's pro-Malaysia stand that saw the unecessary killings of our own.

And the latest shocker: The incompetence and the corruption continue! Mr Aquino and his agents played and are playing politics as Tacloban and the rest of the Visayas 'burned' and continue to burn in the post Yolanda-Haiyan catastrophe.

These are the major issues that haunt Year 2013 for me. Understandably, there are hundreds more of sub-issues but to list them down is just depressing so I prefer to limit the list to the above five. However, the year is not over and there remains a big question: Will there be any more anti-Filipino and anti-Ph sovereignty events or issues in store from the Aquino Govt for 2013?

THE BEGINNING OF THE DISMANTLING OF THE REPUBLIC?

SEPT 16, 2013: Date of  the schedule of the signing of the Malaysia-engineered GPH-MILF 'wealth sharing' agreement to be witnessed by officials from Kuala Lumpur and a general from the Malaysia armed forces.

SEPT 16, 1963: Date of the illegal transfer of Sabah to then Malaya Federation, also the date of the establishment of the Malaysia Federation formally incorporating Sabah which took place a few weeks after the signing of the Manila Accord, a treaty between the to-be-created-Malaysia Federation and the Philippines that guaranteed the recognition of the Republic's claim to Sabah which is recorded in the United Nations.

The signing of the 75-25% wealth sharing agreement engineered by Malaysia between GPH (25%) and rebel group MILF (75%) -- to the exclusion of the MNLF, the BIFF, the Tausugs, the Sultanate of Sulu, and all other groups in Southern Mindanao, is scheduled on September 16, 2013.

Choosing the September 16, 2013 date to formally surrender a great portion of the wealth of -- and the Republic's effective sovereignty over Southern Mindanao to Malaysia-controlled MILF, a splinter rebel group in Mindanao whose long-running ambition has been to federate with Kuala Lumpur, is totally indecent to say the least.

We suspect that the date was selected at the behest of the Malaysian friends of President Aquino, to whom his family owes a debt of gratitude, in order to drive the final nail in the coffin of the Republic's claim. We all know, Malaysia is the country that funded, supplied arms, and positioned rebel groups in Mindanao to sow mayhem in the country's southern region.  In fact, Malaysian troops are stationed in Mindanao as we speak.

We are in no doubt that the September 16, 2013 signing of this Malaysia-engineered deal is one of the reasons that spurred the MNLF into a revolt resulting in the current stand off in Zamboanga City. President Aquino ordered the chiefs of DND and DILG to check into the stand off.  The date will formally put to everlasting rest the 1996 Treaty that the Government of the Philippines signed with the MNLF, a comprehensive peace treaty which, if you remember, was shunned by the Malaysia-controlled MILF at the time, and whose treaty terms have been waylaid by succeeding PH administrations in favour of the pro-Malaysia deal with the MILF.

Meanwhile, as the stand-off progresses and MNLF's Nur Misuari (who wants the 1996 peace treaty terms with GPH to be reviewed) is villified in the press and by those who have not clearly understood the dynamics at play, the President is busy entertaining in Malacanang (in picture above), along with his cousin and supporter Tony Boy Cojuangco, none other than Air Asia Chief Executive Officer, Tony Fernandez, a Malaysian. Air Asia is a Malaysia low-cost airline headquartered in Kuala Lumpur. For your information, Mr Fernandez of Air Asia is the staunchest supporter in the Malaysia corporate world of Kuala Lumpur troop movements against Tausug settlers in Lahad Datu in Sabah during the first quarter of this year. But what exactly is going on?

We are tempted to believe that the Government of Noynoy Aquino has all the reasons to put one up over Misuari and the MNLF because for as long as Misuari is alive, he will spell trouble to Malaysia's envisioned control of the rich Southern Mindanao region through its proxy, the MILF, and Nur Misuari will always be a destabilising force in Kuala Lumpur's illegal hold on Sabah.

The September 16, 2013 signing of the Malaysia-engineered 'peace deal' sounds not only like an omen: it is also a hard-hitting back-to-back slap to the Tausugs, to the Sultanate of Sulu, the MNLF along with the various factions that had been sidelined by GPH and Malaysia in the so-called MILF Bangsamoro peace deal. It is effectively the officious burial date of the UN Treaty 8029 otherwise known as the Manila Accord.

But what is worse, it is the supreme insult to and the final stab at the scores of people who were murdered by Malaysian troops in Lahad Datu while defending their right to Sabah.

Is it possible that on September 16 in the not too distant future, we will also be witnessing the signing of the formal transfer of the MILF's Bangsamoro as inspired by Kuala Lumpur to the Malaysia Federation?

BUT WHAT ARE PRESIDENT AQUINO's GOVERNMENT THINKING?

Facebook friends, as you are well aware I/we have been consumed by China's threat to our EEZ and territorial integrity, taking advantage of our evident weaknesses politically, economically, technologically and militarily.

Today, they have a military fortification on Mischief Reef which belongs to us; and they have cordoned off Scarborough which also belongs to us and have begun pre-construction activities. They are also applying pressure on our contingent at Ayungin Shoal on board a grounded rusty old vessel serving as their floating barracks.

I/we have also expressed our impatience and bewilderment as to what's taking the government so long to:

• a. determine and acquire with deliberate speed the total needs of our armed forces to ably protect and defend our country and its EEZ;
• b. organize a brain trust to find the funds needed for national security;
• c. rally the government and the people to address the clear and present danger posed by China, as one united nation, and;
• d. act decisively on China's annexation of Panatag which is clearly an act of undeclared war.

And it has brought us to realize that perhaps we do not have the right people in place to competently exercise their constitutional duty of protecting our EEZ, defending the country and upholding national honor and dignity.

That is truly an unforgivable cause for national insecurity on top of the corruption that has severely impacted national, human and ecological security through the years.

2016 is 3 years away and it seems this is the only thing consuming the government. If it manages to somehow curb corruption during this time and bring the plunderous saboteurs to justice, well and good. But that will be negated by the loss of maritime territory and the resources therein because of their negligence and incompetence.

If and when we reach the next presidential elections, I will surely campaign against all those who harmed the republic, be it through corruption or through criminal negligence.

I/we repeat: the breadth and depth of corruption in government - across the board and down the line - has diverted precious resources to dirty hands and pockets at the expense of modernizing the AFP, PNP, Coast Guard and the criminal justice system. That has, in turn, cost the country billions in lost revenues from fishing and, later, the potential loss of gas and oil revenues.

It caused poverty and hunger levels, unreachable health costs, poor quality of education; and the under- and unemployment rates to remain more or less unchanged. It caused the deaths and injuries to citizens, soldiers and policemen in insurgency and disaster prone areas that could have been avoided or reduced had the monies from collected taxes for mitigation and adaptation been spent entirely for their intended purposes.

We will remember come 2016 who neglected and harmed Inang Bayan again and again.

Inaction over Sabah crisis, Malaysia "incursion" in Mindanao and the 1963 Manila Accord: The President may be guilty of working against the interests of the Republic in the service of a foreign government

Tomorrow (or today depending on which side of the globe you are seated), 31 July is the 50th Anniversary of the signing of the Manila Accord... 

In an article by Vidal Yudin Weil for the Free Malaysia Today dated March 9, 2013, the writer called Najib to task after Najib's following pronouncement in Lahad Datu:

“The question of Sabah within Malaysia should not be disputed by anyone. Let not anyone underestimate Malaysia’s commitment to have Sabah within Malaysia forever. No one can dispute this, from within and outside the country. We will uphold the principle and fact of Sabah within Malaysia absolutely”. 

Writer Vidal insisted that Najib was wrong: "Najib is wrong in making unilateral claims that Sabah belongs to Malaysia when historical legal documents and agreements may indicate otherwise."

To prove his point, he enumerated the salient points in that Manila Accord: 

(i) the inclusion of Sabah into the formation of Malaysia is subject to the Philippines claim; 
(ii) and the Philippines’ claim on Sabah must be settled in the International Court of Justice (ICJ) run by the United Nations.

With implaccable logic, he said: "Therefore, until such time when the ICJ has decided, Malaysia does not have absolute ownership of Sabah."

Fifty years hence and PH is still in no man's land about where its loyalty and interests lay... Fifty years hence and PH still has not fulfilled its contractual obligations part of which is to prosecute the Sabah claim which by PH law, by virtue of Republic Act 5446, is Philippine territory. 

We were hoping that following the Tanduo siege and the in the aftermath of the Lahad Datu massacre of Filipinos who went to Sabah to finally stake their claim in February this year (because of the Republic's failure to honour its legal and moral obligations vis-à-vis the Republic and the Sultanate of Sulu), President Aquino now understands that he cannot give away Sabah without violating the law. 

But the sad part is that while President Aquino just may have realised that his hands are constitutionally tied and that he cannot do as he pleases overtly or publicly, i.e., give up the claim or give Sabah to Malaysia officially, it seems he has resorted to subterfuge when he both implicitly and explicitly sided with Malaysia on virtually everything during the critical Tanduo-Lahad Datu events that saw many of our countrymen arrested, abused, killed, and deported! It's as if he had sworn his personal loyalty to Malaysia for some personal debt which to us is not this nation's debt! 

By choosing to side with Najib and Malaysia rather than with the Sultanate of Sulu, the president is definitely guilty of violating the Republic's contractual obligation vis-à-vis the Sultanate of Sulu which was to prosecute the Sabah claim. 

The President must realise that his refusal or inaction to push for the recognition of the 1963 Manila Accord during this critical period after Malaysia killed many Tausugs, jailed and deported Suluks and when KL judiciary is about to sentence to the death penalty many of our countrymen, is tantamount to giving Najib and the Kuala Lumpur government the right 'to rape' Filipinos and to go ahead and plunder the Philippines by way of Sabah. 

I am sorry to say but no matter how we turn this Sabah issue around today, we see it no other way: The President may be guilty of working against the interests of the Republic in the service of a foreign government.

Malaysia-engineered GPH-MILF Framework Agreement and President Aquino's 'debt of gratitude' to Malaysia

We have always said that we should not allow Malaysia to engineer peace talks with Muslim rebel groups in Mindanao especially with the MILF. 

We don't have anything against wealth sharing with members of our country, individuals or groups but we take issue with the presence of Kuala Lumpur. We don't want Kuala Lumpur's people in Mindanao. We don't want their troops in Mindanao. And this entire GPH-MILF so-called peace framework agreement has sidelined groups in Mindanao notably the MNLF and the Sultanate of Sulu whose sons and daughters are languishing in jail and possibly will face the death penalty in Kuala Lumpur government prisons over the Tanduo, Sabah siege in February. 

Why did they do that? Why did President Aquino approve such Malaysia-engineered arrangement? Because we figure it is his way of annihilating the Philippine claim to Sabah which is rumoured was  was his father's -- the late Senator Ninoy Aquino -- vow to Malaysia.
 
It smacks of great stupidity to allow Kuala Lumpur to engineer this so-called peace talks. President Aquino, ever the appeaser himself said that he has a personal debt of gratitude to Malaysia. What debt of gratitude? His father's debt of gratitude to the Malaysians, to Mahathir via the Sultan of Johor, is not the nation's debt. President Aquino's sister, Kris Aquino, who, by the way, has been cavorting with the Sultan of Johor if we believe her own show, could very well pay for that debt personally and there's no need to involve the nation's national integrity in that Aquino debt of gratitude.

It smacks of common sense that you do not allow one with whom you have an outstanding territorial dispute to engineer an important peace initiative with your country's secessionist rebels. And we have an outstanding territorial dispute over Sabah with Kuala Lumpur. 

Doesn't the Aquino Administration know that Malaysia, the engineers of the so-called peace framework, has been funding rebels against this govt for the last 40 years? Kuala Lumpur has been funding the MILF to sow terror in Muslim Mindanao. Kuala Lumpur has been able to stage manage this rebellion and then convinced the Philippine government to accept Malaysia boots in Mindanao. How stupid and idiotic can one get!

Malaysia has not even deigned honor the Manila Accord, a United Nations treaty no less, which was signed 50 years ago and you trust them not to be in cahoots with the MILF to push the 13 provinces to ultimately secede from the Philippines? 

Once more with feeling: You cannot and must not trust the MILF. They do not speak for all the Muslims in Mindanao. They do not represent the great Bangsamoro. There are at the very least 5 rebel factions in Mindanao among which is the Moro National Liberation Front (MNLF), the enemies of the MILF, on top of which you have the Sultanate of Sulu which has been sidelined by this inept Aquino Administration.

The MILF has been funded by Kuala Lumpur since the early 70s to wage war against the Republic of the Philippines. They are the permanent boots of Kuala Lumpur in Mindanao. Wake up. Open your eyes. 

A Malaysia-engineered so-called peace framework cannot bring the ultimate peace that you desire.

Start all over again! Kick out Malaysia from "peace talks" and kick out "Malaysia troops" from Mindanao. Select another country to chair peace talks and assemble, include all the rebel groups in Mindanao in the drafting of a peace agreement. To achieve a minimum of just and lasting peace, the process must be inclusive otherwise pockets of war will be inevitable.

In September 2004, the MILF Chairman wrote to Malaysia Federation's Prime Minister Badawi to make known his desiderata. Immediately thereafter, the peacenicking talks panel was established. We thought even then that Gloria Macapagal Arroyo was completely out of her mind to ask Malaysia to engineer the talks and we were hoping that President Aquino would right that serious wrong. Sadly, we did not count on President Aquino's loyalty to Kuala Lumpur because of his Daddy's promise to Mahathir through the Sultan of Johor.

Of course, as far as we are concerned it is to our great advantage. But it is fresh in our mind and memory that we belong to Malay race and we came from the same recent ancestors plus the fact that we cembrace the same Faith. We learn to love and to beloved, yet we have suffered enough for several centuries under these bad circumstances and situations of the creations of others. We, the Suluans are but just human. We feel that our backs are now against the wall. But before running out of time we would like to suggest that both parties concerned – Malaysians & Suluans – should create two panels whose members should come from the different sectors of society to include, above all, the Ulama then come to the negotiating table for brotherly confrontation, make resolutions for lasting and comprehensive peace that serve as a monumental reservation for our coming generations. 

At this juncture, only two options hereunder have been left for us and we are required already to decide and choose our prerogative, by all means: 

1) Return back Sabah to its rightful owners and be under the Federation of Malaysia as a compromise. We are considerate enough; we believe it is a win-win solution more appropriate to both Malays Bomeputra and the Suluans as brothers of the same religion. Allah says: “Muslims are just a single brotherhood 2) The cessation or disintegration of the entire Sulu Archipelago to include Zamboanga Peninsula, Palawan and North Borneo (Sabah) from both the Philippine Republic and the Federation of Malaysia and be created an Independent State as Sultanate of Sulu & North Borneo with her own government and sovereignty. 

To avoid bloodshed and for legal purposes, all past Treaties entered into between the US Governments and the Sulu & North Borneo Sultans be used as vital instruments for the creation of such State. Otherwise, worse will come to worse, God forbid. We should get lessons from Iraq and Afghanistan which are severely devastated now owing to the obstinacy and stubbornness of their leaders who imposed tyrant rules and dictatorship just for personal aggrandizement. These are all charged to experience. I am confident that relinquishing Sabah to her legitimate owners is inevitable.  

On behalf of the Islamic brotherhood and in the name of Islam I venture to challenge Yang Amat Berhormat to lessen your burden of responsibility here in our contemporary world and in the hereafter by solving the Sabah conflict before stepping down from top position in the near future.

MANILA, Philippines - Former senator Benigno “Ninoy” Aquino Jr. had promised Malaysia in 1983 that the Philippines would drop its claim over Sabah in exchange for its support in the move to oust strongman Ferdinand Marcos, a former foreign affairs official revealed yesterday.

Hermes Dorado, former national territory division head of the Department of Foreign Affairs, said Aquino met with then Malaysian Prime Minister Mohammad Mahathir before he went back to the Philippines and was assassinated on Aug. 21, 1983.

Dorado said there were no official records of the supposed meeting between Aquino and Mahathir, but said he “became privy to this bit of intelligence” from former ambassador and retired general Rafael Ileto.

“General Ileto indirectly confirmed that Ninoy Aquino asked for help from Mahathir in exchange for dropping the Sabah claim when he gains power,” Dorado told a forum at the University of the Philippines in Quezon City.

Dorado said Ileto was the person assigned to monitor Aquino’s movement on his journey back to Manila.

“There was a commitment to help oust Marcos,” he added. “That is the reason why the government today is somehow reluctant to support the Sabah claim.”

“Our hands are tied today because the leadership up to this day is committed to drop the Philippine claim of Sabah,” he said.

According to Dorado, the clearest proof of Ninoy’s supposed pledge to Malaysia will be found in the 1987 Constitution, which was written during the presidency of his widow Corazon Aquino.

Dorado said the 1987 Constitution amended the first article of the 1973 Constitution and removed the phrase, “and all other territories belonging to the Philippines by historic right or legal title.”

The 1987 Constitution revised the definition of Philippine territory and “deleted Sabah as a historic claim backed up by the legal title pertaining to the sultanate of Sulu,” he added.

Dorado said Mrs. Aquino had no choice but to honor Ninoy’s commitment to Mahathir because she needed support from ASEAN nations to legitimize her ascendancy to the presidency through the people power revolution.

“Malaysian Prime Minister Mahathir adamantly refused to attend the ASEAN Summit in Manila until President Cory made a firm commitment to amend Article 1 of the 1973 Constitution,” Dorado pointed out.

“Malaysian hard-ball diplomatic and guerrilla war maneuverings, backed by shrewd use of economic leverage, sourced from huge revenues from oil extracted in Sabah, were completed by 1987,” he added.

“They succeeded in forcing the Constitutional Commission to drop the Philippine Sabah claim, hands down.”

Dorado said the amended Baselines Law approved in March 2009 resulted in the exclusion of Sabah from the Philippine territory.

He said the amended law removed Section 2 of the 1968 law that included the phrase, “…the territory of Sabah, situated in North Borneo, over which the Republic of the Philippines has acquired dominion and sovereignty.”

“Removal of the specific reference to Sabah represented a disastrous outcome to the claims of the sultanate of Sulu,” Dorado said.

He claimed the results of the supposed “Ninoy-Mahathir pact” have destroyed all peaceful possibilities of pursuing the country’s claims.

Proprietary rights

Reacting to Dorado’s presentation, Princess Jacel Kiram – daughter of Sulu Sultan Jamalul Kiram III – maintained that Filipinos have proprietary rights in Sabah.

“We have so much wealth in Sabah na dapat tayo ang nakikinabang (we should be the ones benefitting),” Jacel said.

She said the lease agreement over North Borneo expired in 1978.

She accused the Aquino administration of protecting the interests of the Malaysian prime minister rather than the interest of the Filipino people.

“I would prefer to be another (nationality) rather than a Filipino citizen under our current set of leaders,” she said.
